Washington Standards-Based Superintendent Framework

Author: Washington State School Directors' Association (WSSDA) and Washington Association of School Administrators (WASA)

Developed by the Washington State School Directors’ Association and the Washington Association of School Administrators, this standards-based framework serves as a reflective guide for superintendent growth and evaluation. Organized across eight interconnected standards — mission and vision and core values, equity and cultural responsiveness, curriculum and instruction and assessment, community of care and support for students, professional capacity of school personnel, meaningful engagement of families and community, operations and management, and collaboration with the board — the framework uses a four-level developmental scale from unsatisfactory to distinguished. Grounded in research and aligned with PSEL, it connects professional ideals with practical, observable behaviors.
